  • On Saturday, Oct. 28, public is invited to the hurricane response table top exercise for Hanapepe-Eleele.  9 AM to noon at the Hanapepe National Guard Armory.  Free. Register by calling 353-1476, or replying to this email.  The exercise will focus on identifying what you/your family/business/agency/staff can do to be prepared before, during and after a hurricane.The exercise will be facilitated by Kevin Richards of the State of Hawaii Emergency Management Agency.  This exercise is supported by the Hawaii Hazards Awareness and Resilience program and the Kauai Emergency Management Agency.  Please feel free to bring any hurricane plans, procedures, or ideas that you already have to share with participants. You’ll have an opportunity to listen to what others from the community are doing to be prepared, as well.

  • Our monthly HHARP meeting (Hawaiʻi Hazards Awareness and Resilience Program) is this Tuesday (09/12), 6:00 pm at the Hanapēpē Armory Classroom. We will continue to understand what happens during a pre-disaster anticipation phase, and work on our community actions during the response phase of a disaster, as part of our community disaster plans.
  • Save Saturday, Oct. 28, for a table-top exercise simulating a direct hit by a hurricane. The purpose of the exercise is to understand all of the responsibilities and actions that come into play with such a disaster in Hanapēpē-ʻEleʻele, both in terms of preparation and response.  More details on the time of the exercise will be forthcoming.  Location will be at the Hanapēpē National Guard Armory Classroom.  
  • This Tuesday might be our last meeting before the Oct. 28 table top exercise.

  • This Wednesday (07/19), as part of our regular twice monthly Hanapepe-Eleele community association, we will be having a guest presentation on “Climate Change and Kauai” by the Kauai Climate Literacy Initiative.  This portion of the program will be from 6-7:00 pm.  Guest presenters include Helen Cox, John Latkeiwicz, Ben Sullivan and Malia Nobrega-Oliveira.  At the Hanapēpē Public Library meeting room.  All are welcome to attend.
    From 7-8:00 pm we will have our regular twice-monthly community association meeting.  Agenda items include:

    Thursday, July 27, 5:007:30 pm is the severe weather training by National Weather Service meteorologist Greg Hall.  For anyone interested in Hawaii severe weather.  There will be an opportunity to volunteer to report severe weather incidents as part of the NWS Skywarn Spotters network (optional).  This event qualifies as advanced training for Skywarn Spotters.  Free and open to the public.  No pre-requisites and no pre-registration required.  At the Hanapēpē Public Library Meeting Room.

  • HHARP meeting-  Our monthly HHARP meeting (Hawaii Hazards Awareness and Resilience Program) is this Tuesday (07/11), 6:00 pm at the Hanapēpē Armory Classroom. We are working on our community disaster response plan and preparing for the table top disaster exercise in a month or two.  We have chosen to simulate a hurricane for the table top exercise.  We will determine the date for the exercise on Tuesday and continue working on the plan.

  • Principal Zina will be explaining the State’s 3-year strategic plan, and soliciting input on Eleele School’s plan.  There will be discussion on the ability of the school to accommodate the large residential projects coming up and even larger ones proposed.

  • Discuss and decide on comments on the County’s proposal to connect the Salt Pond Beach Park wastewater system to the County sewer lines. The County is asking if we have comments on their proposal to be exempt from preparing an environmental assessment.

We will continue to work on developing a community emergency plan for the area from Kaumakani to Numila, including Hanapēpē and ʻEleʻele.
Specifically, we will finish the section on hazard, risk, and vulnerability assessment and will be moving to actually developing a community emergency plan.
The last two months, we: started inventorying our community and human resources; discussed vulnerability and capacity; and started assessing risk.

There are a couple of training opportunities coming up that we are invited to as HHARP participants:
(1) On Saturday, March 25, 8:30 am at the Kauaʻi Emergency Management Agency Office (3990 Kaana Street, Suite 100, Lihue)–Volunteer Training for Hawaii Tsunami Observer Program sponsored by the Hawaii Emergency Management Agency.  For more information and to sign up for training, contact Jackie Miller, Statewide Manager of the Tsunami Observer Program at jackiem@hawaii.edu or at 808-396-0033 on Oahu.
Volunteer observers are trained to collect data and follow procedures during and following a tsunami.  No previous data collection experience is required.  Volunteers are needed to go to the beach, following a a tsunami event, and make measurements of the “run-up” height of the wave, distance inland that the tsunami traveled, and height of debris left after the waves.  During the training, volunteers will be provided with training manuals and will be exposed to using the survey equipment.
The data is used immediately by emergency response personnel and also by the University of Hawaiʻi team to develop and test computer models of tsunamis from which evacuation maps and response procedures are developed for the state.
Training sessions are held about once every two years or when deemed necessary.
(2)  On Tuesday, April 11, 6:00 pm at the Veteran’s Center in Lihue (across from the airport)–Training Overview Meeting on Makani Pahili Statewide Hurricane Preparedness Exercise sponsored by the American Red Cross.  Includes potluck dinner.
This is a “meet and greet” meeting so be prepared to introduce yourself and your organization. Makani Pahili (Hawaiian for “strong winds”) is an annual statewide hurricane preparedness exercise.  This high-profile exercise focuses on improving Hawaii’s overall preparedness for the Central Pacific hurricane season, which runs from June 1 through November 30, and includes simulating a major hurricane that causes significant damage and loss of life.
Participants to the training overview meeting include any group that may play a part in mass care/ shelter/communications during the Makani Pahili training, but anyone is invited.

Meeting on Salt Pond Beach Park wastewater project set for March 2
HANAPĒPĒ – The Department of Public Works and the Department of Parks and Recreation invite the public to attend an informational meeting on the Salt Pond Beach Park wastewater project. The meeting will be held at 6:30 p.m. on Thursday, March 2 at the Hanapēpē Neighborhood Center, which is located at 4451 Pu‘olo Road.
County project managers will present an overview of the scope of the wastewater project as well as an estimated timeline for design and construction.

Oceanit was recently hired to design a wastewater pump system for the two restroom facilities at Salt Pond Beach Park.

  • The NEW DATE for this month only is Tuesday, 02/21, 6 pm at the Hanapepe Armory.  Please join us if you have knowledge of the community resources in the Hanapepe-Eleele-Kaumakani area.  We will continue to map/identify these community resources that are important in a disaster response plan.
  • Waimea CERT Course
    Kauai Fire Department invites anyone interested in CERT to its free 24-hour Basic CERT training at Waimea Neighborhood Center.  CERT (Community Emergency Response Team) training is designed to educate citizens to be prepared to take care of themselves, family, friends, and/or neighbors in the event of a disaster of any type until trained emergency responders can arrive.  Trainees have the option of joining a volunteer pool of trained community members.  Training is conducted by the Kauai Fire Dept.

Bruce Oliveira of the Hawaiʻi Hazards Awareness and Resilience Program (HHARP).  After nearly 6 months of public lectures/presentation on various hazards, we will now start to focus specifically on Hanapēpē-ʻEleʻele as we begin a year-long process to formulate a community disaster response plan (with assistance from community members, HHARP and Kauaʻi County Emergency Management Agency).
